Our clients goal is to ensure every resident experiences quality housing, and they are looking for an experienced District Manager to help them achieve this vision across multiple properties.

Supervise daily operations across all properties, covering financial management, marketing and leasing, customer service, compliance, and team oversight. Create, manage, and implement budgets to monitor and enhance each property’s financial performance. Coordinate site inspections, foster resident relationships, and manage maintenance and vendor partnerships to ensure seamless operations.

Responsibilities

Property Operations

  • Manage daily operations across properties, encompassing financial oversight, marketing and leasing activities, customer service, compliance, and staff supervision.
  • Strategize, create, and administer property budgets to track financial performance and ensure optimal results.
  • Supervise site inspections, resident interactions, maintenance coordination, and vendor relations to maintain high operational standards.

Profitability

  • Drive maximum net operating income by implementing effective cost management and revenue-generating initiatives.
  • Ensure efficient, profitable property management in alignment with market conditions and the company’s and owners’ objectives.
  • Develop annual budgets and sales/marketing plans, ensuring timely and accurate reporting of all operational and financial data.
  • Enhance rental income while managing expenses through strategic planning and control.
  • Track all income sources, including delinquencies, and analyze performance data to identify trends and recommend improvements in monthly corporate meetings.

Marketing / Quality Leasing

  • Oversee the leasing process, ensuring smooth move-ins and established leasing goals are met.
  • Follow company policies for resident screening and implement creative marketing and retention plans to maximize occupancy.
  • Foster resident loyalty by managing resident events and addressing service requests promptly and professionally.
  • Support lease renewal programs and maintain consistent communication with residents to boost retention.

Compliance

  • Ensure full compliance with federal, state, and local regulations, including HUD, DHCR, and HFA standards, while collaborating with local associations as necessary.
  • Prepare and submit rent increase documentation and energy conservation plans for regulatory bodies.
  • Maintain complete and compliant records for all files, meeting with auditors and governing agencies as required.

Administrative

  • Analyze and assess monthly and quarterly financial statements, providing owners with clear reports to support your insights.
  • Handle correspondence and follow up on property-related issues, keeping records accurate and up-to-date.
  • Perform regular inspections, covering files, office operations, units, buildings, and property aesthetics.
  • Ensure effective communication with owners and supervisors regarding property updates, challenges, and operational needs.
  • Collaborate with the Procurement and Operations teams on new contracts and prepare administrative documents for regulatory audits.
  • Adhere to company policies as detailed in manuals, memos, and training sessions.
  • Attend staff, management, and other required meetings to stay aligned with team goals and objectives.

Supervisory

  • Build and maintain a high-performing on-site team by overseeing recruitment, training, motivation, and professional development programs.
  • Ensure staffing schedules meet property needs and provide additional support as needed.
  • Communicate clearly with team members and uphold all HR policies.
  • Conduct and document staff evaluations, including performance reviews, compensation discussions, corrective actions, and terminations.

Education

  • Associate’s Degree in Real Estate or equivalent field.
  • Accredited Resident Manager (ARM) certification required within five years of employment.
  • Certified Occupancy Specialist (COS) certification and C3P Tax Credit/LIHTC certification required for affordable site management.

Experience

  • Preferred five (5) years of experience in conventional or multi-site management.
  • Preferred seven (7) years of experience in affordable site management.

Knowledge, Skills, Abilities, and Other Characteristics

  • Strong knowledge of financial operations and budgeting.
  • Excellent interpersonal, organizational, time management, conflict resolution, and communication skills.
  • Proficiency in Microsoft Office and internet navigation.
  • Flexible schedule with availability for property emergencies.
  • Regular local travel between residential sites, and occasional out-of-area travel as needed.
  • Requires cell phone usage and the ability to lift up to 20 pounds, climb stairs, bend, and stoop frequently.
