AP has partnered exclusively with the ARC Chemung-Schuyler in search of a Chief Financial and Growth Officer.  This is a newly created position in an organization that is family based and supports people with varying abilities.  They provide opportunities for growth while emphasizing choice. General Purpose:

The Chief Financial Officer (CFO) and Growth Officer provide both operational and programmatic support to the Arc of Chemung-Schuyler. This position directly supervises the Chief Accounting and Reporting Director. In addition, this position supervises all departments within the redesigned Business Services Division (Including the Accounting Office, and Integrated Businesses) and is the chief financial spokesperson for the organization both internally and externally. The CFO reports directly to the CEO and directly assists on all strategic and tactical matters.

Responsibilities

  • Participate in developing new business, specifically: assisting the CEO in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery.
  • Oversee all purchasing, accounts payable, accounts receivable, information technology, human resources and benefit costs, and accounting activities, including contract negotiation.
  • Responsible for reviewing and ensuring timely monthly financial statements for the chapter.
  • Assisting the agency’s departments with creation and monitoring of their annual budgets so that directors and managers are involved in assisting with the overall financial health of the organization.
  • Oversees the development of the strategic financial reports developed by the Chief Accounting and Financial Reporting Officer which includes rolling 12-month forecasts to assist with the agency’s overall financial development.
  • Facilitates relationships with other like smaller agencies with the purpose of offering a management service agreement (MSA) possibly leading to the merger and acquisition of that agency.
  • Oversee major construction projects, including budget development, obtaining financing, and approving fixed asset purchases.
  • Develop and maintain systems of internal controls to safeguard financial assets of the organization.
  • Optimize the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position.
  • Develop a reliable cash flow projection process and reporting mechanism, which includes minimum cash threshold to meet operating needs.
  • Sends timely reports to the Arc of NY which serves as the chapter’s trustee and oversees administration and financial reporting of the organization's 401k Plan.
  • Responsible for hiring, training, and retaining skilled employees.
  • Performs other duties as requested by the President.

Education

  • Bachelor or Master’s Degree in Accounting, Finance or related discipline (CPA Preferred).

Experience

  • Five to seven years of financial experience and management experience with the day-to-day financial operations of an organization.
  • Knowledge of current trends, developments, laws, issues, etc. in the NYS long term care industry.
  • Excellent interpersonal, oral, and written communication skills.
  • Proficient in Microsoft Office Suite with a high degree of proficiency in Excel.
